Sir David is currently a visiting Professor in the War Studies Department King’s College London and Sciences-PO Paris. His last post in UK government service was as Permanent Secretary in the Cabinet Office and UK Security and Intelligence Coordinator, responsible to the Prime Minister for the professional health of the intelligence community, national counter-terrorism strategy and “homeland security”.
Sir David served for seven years on the UK Joint Intelligence Committee. He was Permanent Secretary of the Home Office from 1997 to 2000, and before that Director of GCHQ (the UK Signals Intelligence and Cyber Security Agency).
He is senior non-executive director of Babcock International Group plc and for the past eight years was a Trustee of the Natural History Museum. He is Vice-President of the Royal United Services Institute, London and a Commissioner on the Global Internet Governance Commission chaired by Carl Bildt. His book, Securing the State was published in 2010.
Over 169 million personal records were exposed in 2015, stemming from 781 publicized breaches across the financial, business, education, government and healthcare sectors.
